All flood insurance is offered through the National Flood Insurance Program, the NFIP, federally backed flood insurance.  http://www.fema.gov/business/nfip/

In 1968, Congress created the NFIP to help provide a way for homeowners to protect their property.  The NFIP offers flood insurance to homeowners, renters, and business owners if their community participates in the program.  To be eligible, participating communities must agree to adopt and enforce ordinances that meet or exceed Federal Emergency Management Association requirements to reduce the risk of flooding.
